Lee Embarks on China Visit

President Lee Myung-bak met with Chinese President Hu Jintao in Beijing on Tuesday. The two leaders agreed to upgrade the bilateral relationship from the current "comprehensive cooperation" to “strategic cooperation." Hu agreed to pay a return visit to Korea in the second half of this year.

In a joint press conference after the summit at the Great Hall of the People on Tuesday afternoon, Hu said the two countries “agreed to make a joint four-point effort to develop a partnership of strategic cooperation."

The four points are strengthening bilateral communication and build a dialogue channel for foreign strategies; strengthening reciprocal cooperation on telecommunications and nuclear power generation and conduct active research on a Korea-Chinese free trade agreement; expanding personnel, cultural and youth exchanges; and promoting close cooperation on international issues, including peace and stability in Northeast Asia, climate change and reform of the UN.

Hu said upgrading bilateral relations “complies with the realistic demand that the two countries should take their bilateral relationship to a new level for a more beautiful future on the 16th anniversary of their establishment of the bilateral relations."

Lee said, "Upgrading the bilateral relations opens a new chapter in the history of the two countries.” Korea and China “will strengthen cooperation in various fields, such as foreign and security affairs, economy, social affairs and culture, and will also hold intimate talks on matters of mutual concern, including issues of the Korean Peninsula, Northeast Asia and the world."

Lee added he was “ready for dialogue and cooperation with North Korea with an open heart anytime to improve inter-Korean relations in a substantial way." Hu expressed hopes that the two Koreas will promote reconciliation, Cheong Wa Dae spokesman Lee Dong-kwan said.

Meanwhile, Lee also reportedly urged the Chinese leader to give consideration to the issue of North Korean refugees.

“An old saying in Korea says, 'If a rooster crows in Qingdao early in the morning, you can hear the cackling in Incheon.' This shows how close Korea and China are,” Lee said at the press conference. "Although I met President Hu for the first time today, I felt as if he were a friend whom I've known for a long time. Mr. President, don't you agree?" Amid laughter from the audience, Hu replied "Yes, I think so too."

Before the press conference, Foreign Minister Yu Myung-hwan and his Chinese counterpart Yang Jiechi signed a treaty on extradition; Education, Science and Technology Minister Kim Doh-yeon and his Chinese counterpart Wan Gang signed a memorandum of understanding on cooperation in science and technology in the arctic regions; and Kim and Chinese Education Minister Zhou Ji signed a memorandum of understanding on the mutual recognition of higher degrees and higher academic achievement.
