The man who has gotten much of the credit for transforming Dubai into a financial oasis in the Middle East could soon get a chance to play a part in a similar makeover of desolate Pyongyang.Mohammed Alabbar, chairman and founding member of Emaar Properties, this week became the first person to complete a trip on a private jet to North Korea, flying into the capital Wednesday directly from Seoul and flying out the next day to the northeastern Chinese city of Dalian, where the World Economic Forum is hosting its inaugural Summer Davos meeting. The visit was confirmed by a source at the Unification Church, founded by Sun Myung Moon, which played host to Alabbar in South Korea.The speculation is that the purpose of Alabbar's trip was to explore investment opportunities in the isolated communist country as part of a broadening interest in emerging markets by Emaar, the largest property developer in the Middle East. That interest has taken him to markets once considered to be on the fringe of the international investment radar screen, such as Libya, India and Pakistan. In Asia, he has teamed up with the seventh-wealthiest man on Forbes 2007 rich list, Malaysia's Syed Mokhtar Al-Bukhary, to develop projects in Asia and Middle East through a joint venture, Gulf International Investment Group.North Korea has made tentative steps to introduce capitalist reforms to a stagnating command economy. It has liberalized pricing to a small extent, encouraged state corporations to conduct more foreign trade and established free-trade zones. But reforms have been slow and restricted.Alabbar was the first to cross the DMZ by air since the landmark 2000 trip made by then South Korean President Kim Dae-jung for a breakthrough summit with his North Korean counterpart, Kim Jong-il, in Pyongyang. Alabbar's jet followed a Pyongyang-approved route: It first flew along the edge of a triangular zone skirting the west coast of the Korean Peninsula, then headed westward, out to sea, before turning northward and eastward to Pyongyang.While there, Alabbar was understood to have visited a new World Peace Center, opened last month, and the Botongkang Hotel, both affiliates of Tongil Group, the business investment arm of the Unification Church. The 28-year-old Botongkang was the sole hotel in Pyongyang with international telecommunications and television links before the North Korean government completed the Koryo Hotel about a decade ago.It was not clear whether Alabbar had time to enjoy a few rounds of golf, one of his favorite pastimes and one that many foreign businessmen in Pyongyang indulge in on a surprisingly good course. He was named by Golf World as one of the world's 10 most powerful golfing personalities and serves as chairman of the UAE Golf Association.A graduate in finance and business administration from Seattle University, Alabbar found a connection to Pyongyang through the Unification Church. The church's founder, Sun, established deep ties with the pariah state's founding father, Kim Il-sung, starting with a meeting back in 1992. In addition to making hotel and real estate investments, the church also runs a money-losing automotive venture, Pyonghwa Motors, with technical assistance from Fiat, which sources all its parts from overseas.
